D | 意见提出建立健全政府主导、多元参与的服务类社会救助工作机制;充分利用一般公共预算资金、彩票公益金、社会捐赠等现有资源合理确定服务类社会救助资金筹措渠道,并根据救助对象类型、困难程度等,按需匹配服务模式。
